Western State School and Hospital

As the closest major state institution to the Pittsburgh area, Western State School and Hospital received a great deal of attention from Allegheny County advocates for the disabled.  Overcrowding and understaffing at the institution led to poor living conditions, inadequate medical care, nutrition, and programming, and even a number of patient deaths.  The situation became so dire that the Allegheny and Westmoreland County branches of PARC, as well as the Western State Parents' Group, demanded closure of all admissions to Western State in 1974.
